First thing you would change
If you were the new chief, what would be the first thing you would do or change?

Absolutely they ran franco and Barry our, they’ll probably run the new chief out to the second he tries doing something that makes sense.

The most important thing will be to remove those patches from the polo shirt. They are tacky and embarrassing.
Secondly no assistant chief.
Thirdly, find two or three long time employees to be your Knowledge Champions. They cannot to captains or majors since they have no first hand knowledge of value.
Lastly, understand you are helpless to make changes that cost money or counteract the Prime Directive. Live it. Learn it. Love it.
Don't hire another person from the outside to be a lieutenant, captain or major. You need to force change in the climate that causes good people not to want to promote.
If the new chief does theses things they will be chief for as long as they want it.
One more thing. Stop going around to offices as listening to all the whining about work and cars and supervisor nonsense. You can't change any of that. There are four people you need to make happy and none of them are below you in the chain.
This is a great place. Don't mess it up.

Dear Mr. Opinion, we have a vacant chief position right now and I think you should apply. This way they can promote within. Oh that's right, you don't have the experience or common since to apply. If an agency never hires from the outside, the agency becomes stagnet. Very few LE agencies have tried this in the past but soon realized it was a failure. The agency's were like an isolated inbred. Sounds like you are afraid of computition. Get your surveys done and don't mess it up.

We are likely to get some unqualified appointee who can't or won't change anything. It will be more of the same and yes we will see Honda Civics before trucks.
