Hey Major are you corrupt, incompetent or just plain stupid.
Miami PD's internal investigators also stated there was no paperwork or operational plan showing the department was conducting traffic-enforcement operations on the Rickenbacker that day. But the CIP later obtained information showing MPD's “DUI/Saturation Operational Plan" for May 26 through 28. MPD held its roll calls for that operation on the Rickenbacker Causeway at noon and 9 p.m. those days.

Neither internal affairs nor the Traffic Homicide Unit interviewed any of the cops potentially involved or any of the fellow Dade County Riderz who might have witnessed the incident.
If you go to the City of Miami Tweeter link you can easily see the traffic enforcement detail was conducting a operation on the Rickenbacker on that date.

What is Colina going to do?

Are Panel Members experts in Traffic Homicide Investigations to proffer such findings or did they have experts from such investigative branch examine available evidence and render their conclusions? If the latter is the case, those are very damning findings. Given the seriousness of the charge, City Manager Emilio T. Gonzalez should direct chief Colina to request MDPD's Traffic Homicide Unit re-investigate the case. Once they have concluded their investigation, request the State Attorney's Office conduct a prosecutorial review.

PS: Given the sensitivity of the case, why Colina allowed I A to conduct what is obviously a Traffic Homicide investigation? Doubtless, I A could have conducted its own parallel investigation regarding Departmental Orders violations. Which, from the provided video, suggest the officer was pursuing, perhaps unauthorized, as overhead lights are clearly on, though the blaring siren could not be heard. Pursuing speed, however, seemed excessive, bordering on, if not actually Grossly Negligent.

Reading from the above post we concur the an independent investigation should be conducted. If we are under DOJ monitoring what do they recommend and why did IA leave so many unanswered questions
