The shift Lt. (commander) rank has been turned into a clerical job. As long as you can approve assignment schedules, evaluations, sign off on incident reports and associated forms, do payroll, write up subordinates, you are good to go. Basically clerical duties. Throw darts at the roster to pick Lt's and they will be just as effective as the ones who go through the process or are picked by BG. The selection process is a failure evidenced by the low quality of Lt's selected past and present. The list of lousy Lt's is long. But that's what you get when Lt's get picked based on political loyalty and quotas instead of merit.
