I know that it doesn't matter because every minority is an administrative pick no matter where they are in the list, but I'm sure if possible BSO will find a way minorities won't have to take anymore promotional exams because they're too hard. They'll just be automatically promoted. When you continue to promote people from the bottom of the list you continue to get poor supervision.

Find a way? They’ve been doing it for years. Promoting brain dead retards to commander because they couldn’t pass the Lt’s test. All upper command positions require no tests. That’s why the place is a sinking ship. Look at your under sheriff and detention Col. They couldn’t manage a McDonald’s and it shows.
