Mann did a great job at ruining the morale of this department. Mann was about himself and "his people." He wrongfully promoted officers and promoted bad work ethics. He was unprofessional. The only thing the city manager did right was terminate him. He was a cancer to all officers, especially those outside of his circle. Mann created the misery you see in this department. This serves as an example at how pride comes before the fall. Mann believed he was unstoppable until he was stopped. It is evident that even those who kissed up to Mann are relieved he's gone. Selling your soul for a bone is shameful, disgusting and unacceptable.
