    CHEATERS EXPOSED

    ST. PETERSBURG — Mayor Rick Kriseman has given his blessing for promotions at the Police Department to proceed after getting a final report late Friday afternoon about the most recent testing process.
    The report, by auditing firm Mayer, Hoffman, McCann, P.C., was commissioned after allegations about the latest test that were aired at a community meeting in March at a local church.

    That meeting, attended by several police officers who spoke out about unfairness at the department and diversity concerns, prompted Deputy Mayor Kanika Tomalin to halt the promotions until a review could be conducted.

    "While the report produced no definitive evidence of misconduct, several anomalies were discovered during the review and are explained in greater detail in the accompanying report," Kriseman wrote in a memo to interim police Chief Dave DeKay.

    Those anomalies, according to the report, included whispering heard during the oral portion of the test and significant differences between the oral and written performance of some test-takers, allowing a few to move up in position.

    Still, nothing rose to the level that suggested the testing wasn't sound, according to the report. Reviewers, who looked at all test materials and regraded everything, determined each candidate was ranked correctly.

    DeKay, reached Friday evening, said he had not had a chance to thoroughly review the report.

    But he said he does plan to proceed now with his original plan to promote one lieutenant and four sergeants. A new police chief will likely have many more slots to fill because of other vacancies and recent retirements.

    "The process was solid and the list was valid," DeKay said. "We'll try and do it as soon as possible. We have to review files, look at resumes."

    Besides re-examining test scores, the reviewers also checked to see whether people were given the correct notice about the vacancies, testing and study sessions. All conditions were met in accordance with city rules, the review found.

    In the report, the firm noted that they did not perform a full audit, which would have included them expressing an opinion about the findings.

    "Had we performed additional procedures, other matters might have come to our attention that would have been reported to you," the report said.

    Ben Kirby, Kriseman's communications director, said the administration met with the firm and did not feel a full audit was needed.

    "We wanted exactly what we have here," he said.

    He said the mayor does believe, however, that the promotions process could be refined.

    Kriseman said as much in his memo, telling DeKay he wanted to work together to "further improve our process to ensure that future promotions are immune to charges of impropriety."

    Kriseman also said he was "disappointed" by the way the allegations surfaced, noting that members of the department's command staff, including Assistant Chief Luke Williams, attended the community meeting. The mayor said he expects people to follow the chain of command if they have a concern.

    Williams could not be reached for comment Friday.

    It's not surprising that the times chose to exclude certain facts that we all have known for years: there are some officers who have inside information and CHEAT in the promotional process. The best part about this time is that when one such cheater didn't get placed high enough she complained. She even complained about the other cheater being higher then her on the test, Now the truth is there for all to see.

    One has been cheating for years and blames everyone except herself. Of course being incompetent couldn't have anything to do with it.

    One has a better memory then the other cheater. He scored so high the queen cheater even complained about him.

    The last cheater couldn't ever score high when he cheated. No explanation needed.

    The next question that should be asked is where did they get the information? As if we don't already know the answer to that. Maybe the Training Major?

    Of course nothing will be done with it. At least Queen Bee knows that everyone knows the truth. Enjoy your the last of your acting position because you'll never be promoted. Too bad we can't get lucky enough to see you demoted.

    Let's hope that the Mayor sees this as a glimpse of the problems that have burdened the department for years.
    St. Pete was once a place of honor, It can be again......

    Noooo, that is just silly talk now. Its absurd and totally impossible. Our command staff is filled with individuals who pride them selves on integrity, fairness, hard work and most definitely, honor.

    The complainers were the cheaters. If a full investigation had been done, the cheaters WORD-FOR-WORD identical answers would have subjected them to polygraph exams -- leaving diversity stats with a gaping Af-American void.

    Kriseman ordered the review after several black police officers, including Williams, attended a community meeting March 11 at Mount Zion Progressive Missionary Baptist Church in south St. Petersburg. Williams is one of 10 finalists for the police chief position.

    At the meeting, the officers expressed concern about what they described as inequitable treatment. One issue raised was the promotions process, retired Assistant Police Chief Cedric Gordon, who was at the meeting, has told the Tribune.

    A month before the meeting, interim Police Chief Dave DeKay wrote a memorandum saying he planned to promote one sergeant to lieutenant and four officers to sergeant based on two rankings he had received this year.

    While a black sergeant ranked high enough on a list to be promoted to lieutenant, no black officers ranked high enough on a separate list to become sergeants.

    However, the audit revealed some anomalies. For instance, three black officers eligible to become lieutenants “scored exceptionally high on their oral assessment compared to their written examination,” according to the three-page report by the company.

    The company noticed a similar trend among some white candidates vying to become sergeants, leading to an inquiry about how proctors supervised the oral exams.

    In a memorandum to DeKay on Friday, Kriseman said his staff and DeKay’s would address the so-called anomalies “to further improve our process to ensure that future promotions are immune to charges of impropriety.”

    What irked Kriseman, however, was that black police administrators attended a meeting where sensitive issues were discussed, without having approval of whomever was in charge, in this case DeKay.

    “Among those in attendance were sworn police officers, including two members of your command staff,” Kriseman wrote DeKay in the memorandum Friday, in an apparent reference to Williams and at least one black police major.

    “Regardless of the allegations or the aforementioned findings, I remain disappointed by the manner in which they were raised,” Kriseman wrote. “My expectation, which I know you share, is that our officers follow the chain of command should they have a concern.”

    Diversity stats will temporarily plunge when the rats retire instead of risking public exposure for a host of misdeeds. The new chief will bring minority stats back up to snuff by hiring honest qualified ranking outsiders to bust up the coalition stranglehold.
