Question about DUI Inv. (What If?)
If a vehicle is involved in a single vehicle accident, with property damage, what are the requirements for a Uniform Traffic Report to show?
If a driver of a vehicle involved in the aforemention incident, refuses medical treatment (there was injury) from first responders, but is later (same day / night) transported by a private citizen to a hospital for treatment, how does that effect a possible DUI Investigation?
If seven (7) Local Law Enforcement Officers are present, along with multiple EMS / Fire First Responders, how many statements should an investigating trooper have obtained with regards to the crash (one hour plus, from time of first contact with driver, to FHP arrival on scene)?
If a private citizen did transport the driver, post refusal of EMS, is this something that would be documented in an FHP report and would it be subject to Public Record?

If known it would simply state non-incapacitating injury or possible injury.
Not sure who you are looking to jam up here but single vehicle property damage crashes with minor or no injuries and no wheel witness are almost impossible to prove and a waste of time. SA's office won't prosecute the good ones much less ones like that.

Too many variables / Unknowns.
Was driver behind wheel when LEOs or Medics/Rescue arrived?
Any witnesses?
Did he leave scene or drink after crash?
Were injuries sustained in crash or a fight before / after crash?

The SAO will not file in many cases because the driver does not have to testify at trial.
No wheel witness ( someone else who puts him behind the wheel), no case.

It is well known a deputy can go to a domestic and make an arrest with less hindrances. The SAO drops everything anyway. Just sue them in civil court. You have a better chance. Sorry but its reality. After we do our part. It is out of our hands. I stopped taking it personal years ago.
