I have never seen that change in G.O.'s, have any of you?? I don't ever remeber "documenting" children. They only went in when they were a victim and/or witness. And they "extrapolated" their figures? This should be the job of the D.A.'s office and Family Services. They have got to stop putting the blame on the department all the time, because the blame usually lies somewhere else.
