Wrong person to complain to about illegals on probation. Address that issue to the State Attorney. They approve/plea bargain them to be sentenced. Then there is the Judges who hand out the sentences. DOC's job is to supervise those ordered by the courts.

(So, get creative and violate them for not having lawful employment.)

What I really have a problem with is the number of supervisors that had no clue what the Secretary was asking in regards tot he oath. The response to that question is why there are so many issues with the leadership of DOC, not illegals on supervision.
