When will the Officer of the year award be given to someone who is actually out on patrol?

You mean to tell me theres absolutely no one who is out on Patrol answering calls, working all the holidays, who cant get a day off because of our "minimum manning" B.S. who can be recognized?

Seems that being off patrol is definitely the way to get ahead these days.

Maybe we should look into having a separate award for PATROL Officer of the year!
