Pay parity - don't count on it

The jail staffing shortage is the only reason pay parity is still in effect. If the administration found a way to adequately staff the jail such as by replacing some sworn deputies with the new position of security specialists the pay parity would go away gradually. Patrol would simply get higher raises than the jail until the pay disparity the administration wants would be achieved. It would be another money saving measure on the backs of the jail deputies, the first one being the 12 hour shifts. This is not some crazy idea because it could happen given Sheriff Bob's and patrol's well known dislike for the jail and its deputies.

Those who think the jail is not in a cost cutting mode better take a look at why the admin is switching to the low bid medical company. Until the next lawsuit after which the sheriff will act all surprised and fire the medical provider. It has been tried a few times but it will be no different this time.

Same deal with the security specialists. It makes no sense to replace G4S with a more costly version. The security specialists are a cheaper way to replace jail deputies, which is another cost cutting move.
