Because the State of Florida has a police bill of rights, he has an employment contract which under Florida makes him a permanent employee. Yes you read it right, permanent employee and he can only be fired for just cause. Additionally, Florida requires due process for all. Something you will later appreciate when someone gets a hair up there asss and simply because they hate you, they do what you're doing now. That being said. In truth, if he is lazy as you put it, the fault would lie in his chain of command for allowing it. But if he meets the minimum requirements and his supervisor gives him a satisfactory evaluation, that's all that's needed. So instead of bashing men who's shoes you do not walk in. Keep working on yourself.
You were hired enforce the law on school grounds, not to evaluate your fellow officers in public. It appears your first lesson to work on is humility. Good luck in your new career.

Don’t focus or get caught up in petty and trivial semantics He’s been a useless heap of trash, his entire career, like so many others around this place; this is the issue we must focus on and correct. Dumping him and promoting a smarter, more energetic, and far more qualified person is what should be done.

Again, sticking to salient points, and not your inessential nonsense; he is, and has always been, a worthless, useless employee, dare we say, supervisor. It is highly unlikely now, this late in his pathetic career, that he will improve.
Given that, it would be best to simply dump him and fill his position with a better person.
