    The National Association of Emergency Management (NAEM) has awarded the Coconut Creek Police Department it's highly esteemed award of "The Most Unique Emergency Management Protocol in the Nation." The Director of the NAEM said that in all their years of reviewing EM protocols they never saw one that included instructions to issue stop sign tickets in the middle of emergency events such as hurricanes, tornadoes, floodings, aircraft crashes, etc. The Director said that they were not making a value judgement on Coconut Creek's policy, only the fact that it is the most unique emergency management protocol that they have ever seen. The Director said that "most EM protocols are concerned with saving lives and then properties," and "most cities don't place officers at stop signs during critical events." The Coconut Creek city manager and police chief jointly accepted the award while praising their stop sign strategy as brilliant. The police chief said "as far as I know, no other department in the nation, maybe the world, places officers at street corners to write stop sign uniform traffic citations during critical events." He also added "we in Coconut Creek have our priorities."

    We continued our interview with the Coconut Creek city manager and chief of police about their emergency management policy and they informed us of the following: "it would take quite a bit of money to train CC officers to be able to respond to emergency events as officers in other departments do." The chief said "we are able to save vast amounts of money by only training our officers to write stop sign citations." He went on to say "there are so many things that could happen, such as active shooters, felonies in progress, hurricanes, and many other critical events, so if we prepared for such things their training would be varied and costly." "That's why we choose our single training plan where in CC officers are only trained in writing stop sign citations, regardless of the events." We asked the chief, what would your officers do if you had an active shooter at a school? He responded, "each officer would immediately go to prearranged intersections and begin writing stop sign citations." Every situation we presented to him, he gave the same answer. Finally he did seem to become a little irritated at our questions and said, "don't you get it, Coconut Creek police officers only know how to do one thing - and that's write stop sign citations." We questioned officers from other departments and they always had similar responses - "those guys are not real officers at all." All one officer from another department would do is laugh. When we asked the Sheriff if he would ever consider absorbing CCPD into BSO he responded, "no, they would not be like other departments, we would have to start from the ground up and send each and everyone back to the basic police academy, and that would be very time consuming and costly."

    Pitiful

    That explains why CCPD officers are only issued one state statute, 316:123(2)(a). Their training manual is void of any other statute.

    The police chief has released a group of over zealous officers on the community who have zero common sense. Stopping people and saying "yes you stopped, but you were several feet past the stop bar," and then writing a citation for same, just pathetic. There are many citizens in Coconut Creek that find this type of tyrant behavior pathetic, and because of it no longer support the CCPD - other departments yes, but not CCPD. If this is the best the the police chief can do with his budget and officers, he needs to be sent packing and replaced with a chief who will not tolerate such behavior from officers with no common sense or discretion. The commission and mayor may need to be voted out if they support this. Do they hold the city manager accountable for anything? It doesn't appear so.

    Sounds like you are a recipient of a citation. Make sure you stop correctly at stop signs and stop complaining about it.
