The last time I looked at the assignment list which showed officers on temporary assignments to fill in, it looks like we have a little over 20, but it could be a lot more than that due to specialty positions that will be filled when more people are hired.

The command staff hand pick their buddies for promotions. If you don't receive a phone call asking you to put in for a promotion, don't even bother. If they even have a process, it's just a formality, they know who is getting the position when they post it.
