The Sergeant, Lieutenant, Captain and Major should all be demoted. Each one was involved directly & indirectly. Command has a responsibility in the incident. But nothing will happen to those responsible.

"A criminal with a violent history in the jail failed to comply with lawful directions. His actions dictated our reaction."

So the Sheriff is saying, inflict serious injury on a man who is naked, secured in a cell with no weapons and all he is doing is refusing to let a group of supposedly trained deputies in to his cell to perform a cell search.
