    60K of taxpayer money wasted on a lie.

    The following is from the original draft from the CPSM independent study that the citizens paid for. Look so independent now people? There should be a lot of heads rolling starting with City Manager and the chief: Pay close attention to the 4th paragraph.

    In order to improve oversight of patrol operations, CPSM recommends that the district command model be abandoned. In its place the NPPD should consider a temporal accountability model. Under a temporal accountability model the time of day would become the unit of analysis. Since the patrol squads are aligned by time of day (6:00 a.m. to 6:00 p.m., and 6:00 p.m. to 6:00 a.m.), command responsibility should revolve around this schedule. To accommodate this approach, the districts would be dissolved and the squads assigned to the different districts would be merged. The eight squad patrol model would be collapsed into a four-squad model, and a lieutenant would be assigned as the commander of that particular squad. Patrol units would have citywide responsibility and the lieutenants would become the watch commanders when they are assigned to work.

    The watch commander position would adopt all of the duties and responsibilities of the district commanders, except the locus of control for their command would not be the district, it would be the time of day when they were assigned to work and the squad to which they were assigned to command.

    Police operations are commonly separated by time of day. Residential burglaries commonly occur during the day, and commercial burglaries occur at night. Auto thefts also generally occur during the nighttime hours; nighttime also brings a host of problems from such things as disorderly night clubs and noisy parties. Traffic problems generally occur during the conventional rush hours (8:00 a.m. to 9:00 a.m. and 5:00 p.m. to 6:00 p.m.), with alcohol-related crashes occurring during the nighttime hours. It makes sense, from an operational perspective, to hold watch commanders accountable for crime, traffic, and quality-of-life conditions that occur during their shifts.

    An added benefit to the watch commander model is the increase in command presence on patrol. Lieutenants in the NPPD are experienced and knowledgeable commanders. Having such a high level of command present around the clock permits enhanced supervision, mentoring, and coaching of both sergeants and police officers, as well as a greater likelihood of the execution of crime reduction strategies, traffic safety initiatives, and community relations programs that the department and the community require.

    Therefore, the NPPD should consider dissolving the district command model and implement a watch commander model. The duties and responsibilities of the current district commanders would migrate to the watch commanders and the department would establish a greater command presence throughout the day. Moving to this model would require adding two lieutenant positions to the patrol division, but all other sworn personnel would remain the same. Table 5 illustrates the recommended staffing model for patrol.

    How does this man still have a job? Call to arms people, we need a major change in management here, both City Hall and PD.

    It is not much of a news source now but it I'd picking up. The North Port Scoop is an online news and talk group. They get into this sort of thing.
