    Outside the agency for sure. Bring in someone who has no connections to anyone and will not mind making enemies, instead of friends, for the betterment of the agency. Bring someone from a law enforcement agency that is not traffic specific therefore resulting in POLICE leadership. If the promotions keep coming from within, then you have a status quo, and FHP will continue to be a joke to other agencies and troopers will continue to be miserable. Things will not get any better with any of the above listed options and everyone knows it.

    We've already done that with Grimming and it failed. He had great intentions but was sabotaged from within and he had the rude awakening of getting of nothing from the legislature and having no influence or cooperation with them.
    That is the problem with outside people, they will become quickly frustrated by the lack of power to accomplish anything with regards to pay with the legislature. Outside people are used to having the respect and the ability to influence their respective commissions or legislatures and that absolutely won't happen here.
    Unfortunately this agency will continue to meander aimlessly and continue the downward spiral we have been on for years.

    Actually, Grimmin's other fatal mistake was that he did not clean the house and fired every swinging monkey in GHQ. They all probably sabotage him. That was the first time ever that someone from outside was directing the agency

    Yea good point. But why not try again, now that times have changed, politicians changed etc. Tallahassee knows (I hope) that the agency is heading the wrong way and drastic changes are in order. The alternative is to keep putting the same robots in that are in the position just as figure and nothing more. A smart man (Einstein) once said "insanity is doing the same thing over and over again and expecting different results." It is just my opinion
