They will promote Kerr in order to get to Mcdonald and more importantly, Mills.

Plus if Kerr isn't promoted, Morales has to keep Lt as his civil service rank.

An audit says they need four but some of the Chiefs have said up to 5.

Mills is number #7 on the Capt list and Lt. Kerr is number #5. Either way good luck! I heard an Old Major that is always outside smoking was getting Demoted back to Capt.
