    Sergent Kelly Sullivan of MDPD, former head of the Public Corruption squad that abused overtime and arrested our police officers on trumped up charges has been given a free pass and promoted to Crime Supression Team supervisor after being hidden in Northwest District uniform for 10 months. Sullivan gets a promotion and a chance to raid the LETF fund again while our guys will spend the rest of their lives restoring their reputations. Read more on the following MDPD link:

    The Miami-Dade Police sergeant who got caught racking up questionable overtime has not been fired and is not on the list of officers to get canned by Miami-Dade Mayor Carlos Gimenez‘s plan to balance the budget by firing 255 cops. He’s not even getting bumped down a notch.

    In fact, he was recently transferred to a better post.

    Sgt. Kelly Sullivan, one of several former public corruption investigators who made $58,288 by racking up 934 overtime hours snooping on employees at Amelia Earhart Park in Hialeah last year, is going from a platoon squad to the Crime Suppression Team at the general investigations unit. He starts the new job today.

    Ladra is not sure yet if there’s a bump in his salary, and may not be considered a promotion per se, but other cops see it as such. It’s considered a good transfer and a better post because it is a specialized undercover division at the distict level.

    And he goes from having Wednesdays and weekends off, to getting three-day weekends with Mondays off every week.

    El Nuevo Herald broke the original story last year about the investigators who caught four employees stealing $3,100 in entrance fees and how the investigation cost almost 20 times as much as the graft. While there were more than two dozen officers who worked the apparently priority case from February to May of 2013, Sullivan and lead detective Eddy Torga racked up 277 hours all by themselves.

    Ladra wonders what kind of choice job Torga got. Nada. Not yet, anyway. Torga is still assigned to what is left of a skeleton public corruption unit.

    See? This overtime abuse investigation is allegedly what prompted Police Director J.D. Patterson to move shut down the public corruption unit in July and make it part of internal affairs. He did that with the support of Mayor Giménez, he told reporters.

    Yeah, riiiight. It’s more like the mayor — who was entangled in an investigation of absentee ballot fraud the year before — was jumping for joy when they found an opportunity to blame someone for dismantling the public corruption unit.

    After all, why else would Sullivan gets a sweet, choice transfer while other hard-working, mostly rookie cops patrolling the street are threatened with pink slips? If he and the investigators he supervised abused OT so much that it would cause for the entire bureau to be dismantled — with officers “detached” to the FBI and the State Attorney’s Office — then why wouldn’t Sullivan and the others be disciplined somehow?

    Or does he know more about the absentee ballot investigation than the brass would like?

    How is this law and order?

    Thank you for uncovering this miscarriage of justice! Sullivan was hidden in uniform patrol by Deputy Juan Perez. He probably thought it was “safe” to reassign his buddy again to an investigative unit so he can raid the Law Enforcement Trust fund once again. Check out the history on Sullivan’s boss, Major Ignacio Alvarez. He was part of the group of MDPD officers who were caught double dipping while on county time in Panama. Major Alvarez is an attorney (huge conflic) but he is allowed to spend time in his private office while on county time! Double dipping again! MDPD is a sewer and the rats are winning!

    If we are talking double dipping in Panama dont forget Maj. Ariel Artime. Who is now the head of DAD's economic crimes bureau.

    While we are on the irony lets also mention Carmen Pichardo in the domestic violence unit having an alleged 25 DV's personally.

    MDPD is basically a cess pool, or at least it could be if they cleaned it up a bit. Just plain pathetic.

    Come on MDPD isn't it clear why this guy needs the overtime.... Calories...it takes a lot of calories to maintain the physique this guy has. And, as we all know calories equal dollars. It takes major overtime to be able to maintain the extra 125 pounds this guy carries.
    They could not leave him in uniform due to his sheer size and embarress himself and more importantly the agency.
    So yes, the thief thrives because he is a FATASS!!

    To our brother officers at Golden Beach. Especially the ones who were targeted by an over zealous MDPD PCIB bureau administered by a group of corrupt officials that included Major Carlos Garcia, Lt. Andrew Glass, Lt. Maileen Prieto, Sgt. Dawn Colon and Sgt. Kelly Sullivan. We are dealing with Glass as a captain here at Homicide Bureau now so we know what we are talking about. Best of luck and we hope this helps your investigation:

    "Here is additional information that may of assistance to the investigation. Sullivan worked for Glass at SSIB and he was an informant for AD Nahim Erched at the time. Glass brought him to PCIB though Sullivan was unrefined and lacked the moral and ethical qualities to be in that unit. While at PCIB Sullivan established himself as the LETF king. He worked jointly with a young female agent from FDLE and a squad that included John Loyal and Edwardo Torga. During his tenure at PCIB Sullivan abused LETF funds on numerous occasions and was always protected by Glass. His last abuse of overtime occurred at Amelia Earhardt Park where he and his squad concocted a scheme that resulted in the outright theft of hundreds of overtime hours. When discovered by the media, Sullivan was transferred and hidden away at Northwest District where recently he was rewarded with an assignment as CST supervisor while he is recycled into the mainstream by the administration. Sullivan also condoned the unlawful arrests of several Golden Beach officers for the purpose of stealing overtime as well. All of his illicit activities where covered up by Lt. Glass who has since come to our Homicide Bureau aas a captain and continues to be an inept ****roach. While at PCIB, Sullivan, Loyal and others engaged in swinging activities at various swing clubs. The bureau known as PCIB was broken up as a result of the internal overtime and unethical conduct condoned by Glass and his major. Not only did Sullivan proposed David Colon at home for sexual favors but he also tried it during the course of an investigative trip. On both occasions he was rebuffed by Colon who is a decent family man and not a swinging bixesual thief who engages in bizarre sexual behavior. The sexual harassment filed by Colon at PCIB was covered up by Glass as stated earlier. A public records request and a subpoena to Detective Colon will confirm this information.
