City is liable, they trained you, unless you go all robo cop and act like an insane fool and shootup a restaurant or something. If you just try and make the best decision you can and be as responsible as you can then the city will be the one at fault.
The new Chief's philosophy is each officer is on his/her own when it comes to personal liability.
That's FF philosophy but civil law dictates otherwise. And that why we have a UNION. You may buy into the BS FF says about the union but it will be the UNION that fights for you when FF throws you under the bus. Knowing FF will throw you under the bus, you would be wise to travel tentatively in your police actions as FF will not be there to back you up even if he is the one who ordered the police action taken.
You got that right ! Under the bus you will go !

just the lawyer, that's why, it does not pay to take any kind of risk. Do everything by the letter of the law and if your not sure call a detective, let them make the decision and put the det's name in the report. Or call the sgt and let them make the decision and put the Sgt's name in the report. Give the resident who calls the police, the victim information pamphlets that give them all the options available to them to address their problem. Give them the Det. Bureau's direct phone number and tell them to call them if they have any questions and put that in the police report. Cover all your bases. Let the liability be on them because FF will throw you right under the bus. If they complain about traffic and speeding give them the dragon Lady's number and tell them to request speed bumps in their neighborhood. Never tell them there is nothing you can do. Give them a phone number or a referral pamphlet and tell them to seek a solution through those channels.
