Direct Connect Style Phones and Public Records

Anyone know anything about "direct connect" style phones and public records?

Specifically, if a citizen makes a public records request for "phone records" in general, can the direct connect "beep, beep" calls (the specific numbers, NOT the dialogue) be recovered and provided under F.S.S. 119?

Here is what I know - any and every digital transmission can be recovered. The real issue is much more complex. FS 119 may make such a public record, but the person asked to provide the record doesn't have to create one in order to fill the request. If the data isn't already captured by the phone provider, then they don't have to "create" the data.
