I have a feeling that conducting an IA without interviewing the subject of the IA is legit, It shouldn't be, but it is. PBA needs to change this and make it part of the officers bill of rights which not only lays down the guidelines for interviews, it also makes it a law that there is an interview.

For example you work for any agency that will conduct an inspection on you for a month or so before the inform you that you are under an IA investigation. You are told there will bw a date and time for your interview. A weel later you get an e mail saying that the IA has be fonished and the charges against you have been founded, even though you were never interviewed, nor any of your witnesses.
This is not a violation of the officer bill of rights, but it shiould be
