Seems like an upset admin guy. It's time to bounce the chief out of here, bring in a skilled professional from the outside, sign a new contract and start trying to restore some dignity to the department.

You confirm a belief that the chief is just the city's puppet, and it will never move against him. That's probably true. That shouldn't stop the union from making a statement that it's lost faith in him. Recent history shows the city acts without regard for the unions interests, and so the union shouldn't just roll over in the belief that change will never happen.
This thread continues to endure for a reason, whether you agree with the topic or not. The fact that officers and civilian employees are even discussing the chief's performance, and his ability to lead the department, is bound to make city hall start to take notice. Also, this type of discussion attracts local media attention and demands a statement, or answer, from the chief about how things got so bad, and just as important, how he plans on turning it around. It places more pressure on him and causes him to take a look at his decisions, and whether he really leads the department or just parrots orders from across the street. Dispatchers are leaving, officers are applying at other department's and morale sucks. It's time to do something.

Who has actually left to goto another agency in the area? DM? He went to work for the state doing less and earning less then he did, so I doubt that counts. Are you talking about the "mass exodus" to Pines? Those have been full lengh of service retirements.
As far as dispatchers, I think they've lost one every 3 or 4 months for the last year and a half. I heard they pay out something like 500 hours of OT a month to keep enough people on the radio. Maybe the union could look into getting officers in on that action like PBSO and Boca does.

This applies to our chief's leadership style as well:
-disorganized vision
-trickle down disorganization
-regressive discipline
-trickle down incompetence
-progressive ineptitude
-escalating incompetence

The police union in Hollywood is calling for the chief's removal. While he seems to have the full support of elected officials, in describing the chief's lack of support from the troops, one commissioner is quoted as saying "This has to come to an end. I'd really like to hear from the chief about what the heck is going on."
Sounds a lot like our department. I think the Plantation city council needs to call the chief to appear before a public meeting so he can answer some hard questions about his mismanagement of the department. He won't be able to effectively answer questions, explain the rationale for his decisions or take the pressure.
Maybe the Sun Sentinel will write an article detailing the causes behind a plunge in employee morale.
