One article I read, advised that 40 officers showed up to support city managers decision to fire. That right there tells me he should be gone.

Ricky's biggest mistake was hiring a bunch of former Hialeah guys into mid-management positions and thinking that they would have his back.
They had him for lunch and one has his job now.
