    Major Top, sir, Riviera Beach Police would NEVER break into an appartment without a warrant and rough-up and arrest an American citizen during a rent protest, would they.     "The purpose of my calls to Sergeant Galligan were in order to give him information (that I had obtained probable cause) and to request an SRT [special response team]. I worked from 1500 hours until 0130 hours starting on 5/16/09, and did not see Sergeant Galligan during the day. Sergeant Galligan never indicated to me that he was in the office or the area. Sergeant Galligan never provided any direction or supervision whatsoever on my investigation or the associated paperwork."

    Galligan, who retired in October 2009 after 23 years on the force, has not responded to a request for comment. Borrows declined to be interviewed.

    Officer Vance needs to find a new career immediately. You don't make accusations against police officers in Palm Beach County, even if you are one. Palm Beach Judges and State Attorneys will have to many questionable arrests and verdicts put in jeopardy by ‘serving justice’.

    When your county has a $ Billion county trust fund, with ‘ investment interest moneys’ going to improve the lives and neighborhoods of the rich and powerful while ignoring the people in the lines at the church soup kitchens, you don’t want to upset the financial boat with a litany of ‘false arrests’ and ‘manufactured’ or ‘destroyed evidence’ court cases.

    If you don't think a Trial Judge can manipulate the jury by the testimony he allows, or the State Attorney to present only half a case to manipulate a jury decision, you are watching too much 'Perry Mason' tv shows. The real world is not on TV

    And as far as taped police conversations go, Tapes are very easily ‘cleaned up’ when they have inconvenient content. Ain’t technology in the hands of the State Attorney great.

    Too bad there is no WIKILEAKS of Palm Beach Government material available. You might see Banyan Blvd and North Quadrille Blvd as full of angry people as Tahrir Square in Cairo Egypt. Democracy without fair courts does not exist except in the imagination.

    Very interesting how you "been there". Obviously you weren't "there". Toombs was not only not guilty he was innocent of these accuasations. It is very rare that people are both, but in his case he was. The travesty of the legal system was exposed , at least a little bit of it was. Justice was finally served for Toombs, but, still at a great damage to his career which he didn't deserve. This wasn't attempted justice by the likes of borrows, vance, pasaro, and payne. This was pure evil that hopefully will come back to them. You are right about one thing, they all need to find new jobs because their credibility is no more.

    Please give us your probable cause theory of why these four fellow Policemen would engage in 'PURE EVIL lies' against a fellow cop. Was it revenge? if so, for what injustice? Was it for financial gain? If so, from what source? Was it simply the usual past time of South Florida Cops, just for the 'PURE EVIL' Sport of dominating others? Does this constitute a conspiracy amongst cops? Surely there is no such thing amongst such honorable men such as yourselves in Blue.

    The reasons why Vance lied are obvious now. He wanted to be assigned to the Violent Crimes unit at PBSO. His work was inferior and the Chief of RBPD didn't want to send him there because he wasn't deserving. His best "friend" greg at the state attorney's office even asked the Chief to send Vance. Vance's ego couldn't handle the blow so he went to greg and cried like the ***** he is. Then he began to spin a web of lies about RBPD to get sympathy because according to him it was all a conspiracy to keep him down. Having been told of the lies and believing them greg went to his boss at the state attorney's office and they launched the investigation that led to the arrests of Toombs and Schneider. All based on the lies of a disgruntled Vance. Time went on and depositions started and vance's lies began to fall apart but the state attorney was in too deep. Vance then concocted the story that his life was in danger from rbpd employees. Guess who calls in a favor and gets Vance a job at PBSO. The Palm Beach County State Attorney. Remember pbso was under a hiring freeze at the time. Guess where Vance gets assigned. That's right Violent Crimes.

    Why did borrows and passaro go along. They were fooled just like greg and the rest of the state attorney's office and by the time they figured it out it was too late.
