To answer your question, yes it is. MGPD is busy but there are a lot of good officers and great administrators in place. Most calls do not even get dispatched without a 15 (back-up). There are problems just like with any police department but they are getting worked out as the department grows. I was part of the original team and left a good PD with many years of service. It was the best move I ever made. Hope that helps.
