Maybe you can't read well. Let me know where in the below paragraph it exempts Union Employees:

Due to the City's economic concerns, I am instituting a hiring and promotional
freeze until further notice. This hiring/promotional freeze must be strictly adhered
to unless express written authorization is obtained from me.
In accordance with Civil Service Board Rules and Regulations — Rule 7.3 Duration
of Registers, "... Whenever, for economic purposes, the City Manager by
memorandum delays the filling of a promotional vacancy, the life of the subject
register and all other promotional registers affected thereby shall be extended for a
period of time equal to that time occasioned by the delay...."

There is not even a register yet they still have the second part to complete before it's even ready. So there is no list to promote off of or delay yet..................

If it doesn't effect us, then the manager should have put in an exemption for Police and Fire members, like he did in his last memo. This one was specifically put out there to override the previous memo with the exceptions.
