So, if hypothetically PRB received annon. accusations of sexual harrassments, and/or accusations that a captain was sleeping with his subordinates, and the captain resigns before the investigation is started or completed, does that mean those sleeping with the captain are free and clear. Does that mean that the S.O. will sweep it all under the carpet?
