    The best thing the new chief can do, would be to fire Lt's and above, and start over and bring in all of his friends.

NOW WE HAVE MORE CONFLICT WHICH CAUSES DISTRACTIONS, LOSS OF FOCUS, TIME AND ENERGY.
    THIS CAUSES LOW MORALE AND A LACK OF MOTIVATION TO DO OUR JOB. WHEN THERE IS NO SUPERVISION THIS HAPPENS IN ANY ORGANIZATION. AN ASSESSMENT AND EVALUATION OF THE SUPERVISION IS NEEDED. THE OFFICERS NEED LEADERSHIP AND THEY ARE NOT GETTING IT.

    I couldn't have said it better myself. In my opinion there is a lot of dead weight masquerading as supervision. This is what happens when a bunch career "bumps on a log" are appointed to positions of leadership. These people have never been leaders so it is IMPOSSIBLE for them to lead properly. Their authority is abused and misused. Remember to keep your enemies close and your"friends" closer.
