negotiations, since when does bartow negotiate? looks to me all they want to do is "negotiate" the PD right out of the city.

For it to count as a negotiate, doesn't both parties have to play give and take. Not sorry we already did the budget and can flex from it. The budget has been fixed for several months and they already said what they are giving for raises and they aren't going to flex from it...what kind of negotiation is that?!?!
