so basically john williams is stating that some black people that apply to the connecticut state police are not very intelligent and do not make high scores on the state police exam, therefore they deserve a job with the conneticut state police, and somehow by forming a coalition, the outcome will be to hire less intelligent people, I will never understand, and I hope all agencies in CT are not like thisQuote:
