Your Police Chief is an idiotic political pawn. Put the blame where it belongs. It belongs with the criminals and those that support the criminals and anarchy. Nothing will change until the urban culture changes itself. There is nothing anyone can do to make that culture happy. That's a fact jack! You don't need a bunch of pencil necks to figure that out.
