80 Hours Suspension?? No demotion?

Internal Affairs Investigation Into Viral Video Concluded
April 22, 2016

(April 22, 2016)- An internal affairs investigation into March 13, 2016 incident that went viral online has been concluded.

The incident occurred on March 13, 2016 where an Officer used force against an intoxicated person in parking lot in the downtown entertainment district. The incident was recorded on a smartphone and the video that was posted online, went viral.

The Cape Coral Police Department began its investigation immediately. The incident was initially submitted to the State Attorney's Office for review, to determine if criminal charges should be pursued against the subject Officer. The State Attorney's review determined that there was no criminal conduct on the part of the subject officer.

The Professional Standards Bureau's internal affairs investigation found that the subject Officer, Captain Michael Torregrossa, was in violation of department policy for conduct unbecoming of a Cape Coral Police Officer, improper use of force, and failure provide medical aid in a Use of Force incident.

As a result of the findings of the Professional Standards Bureau, the Department has imposed an (80) hour suspension and documented remedial training on General Order B-12, reviewing Use of Force techniques in response to levels of resistance and the responsibilities in rendering first aid as it relates to injuries associated with Use of Force. Captain Michael Torregrossa's suspension will begin effective Monday, April 25, 2016.


So the secret is "officially" out!! It's Taco who was seen on video. Why was he not demoted as other supervisors have been in the last 7-8 years. The guy was in charge of Internal Affairs as well as being a defensive tactic guru. If anyone should've known better, it is this little man.

Stevens get demoted 2 ranks, Lytle loses her stripes, Joey Z loses his but a friggin captain, one who judged everyone in Internal Affairs gets 80 hours. Did he respond to the chief's house on the domestic call years ago or was that Eric? Who's got dirt on who? This is crazy. If I didn't have a ton of time in, I'd be gone. Taking crap from the public, the staff doesn't support us, the City could give two craps about us. Some of us are good guys who work with/for bad guys, guys who are worse than the dirtbags we deal with. How can this be? This isn't what it's about.

We are the laughing stock of the surrounding agencies. Sad day for CCPD.

So it's okay to break legs and throw down drunk women (non-spouse/girlfriends)? Ridiculous. I know he's tiny but how do he keep his job with this one? He's gone stalker batshit crazy on three ex-wives. He was the man behind the "Timegate" at the academy with his brother. He changed the SWFCJ Academy's website to "LEOCadetsOnly.com".

Where can they tuck him away when he gets back? How can he write an evaluation on anyone? How can a use of force go through his chain of command for his approval/denial? How can he comment on someone else's UOF report?

Folks, let's be serious for a moment. Where I come from up north, yes I said it, if a supervisor loses his credibility to effectively manage his subordinates, he/she is demoted. When a supervisor loses his credibility with the community, he/she is removed from the public eye by termination. It is unbelievable what I see here in this agency. This immature little man is nothing more than that. Actually, calling him a man is an insult to all of us men. He doesn't deserve to put the prestige that comes with putting on the uniform, gun and badge as you and I deserve.

We (all of us on the streets in uniform) will be judged by everyone we come into contact with by this inept Captains viral video. He has put all of us in harms way now because when we have to put hands on someone, especially a woman, those around us at that time will be thinking the worse and may react violently. They do not want their family thrown to the ground like he did on the video. People will compare our actions to his. You're gonna hear, "Are you gonna beat her up too?" "You guys like beating up on women when you're in uniform, don't you?" "Are you going to throw her around like your captain did?" They will be nothing you can do about it. Nothing you say when you hear these things will make it better. The public will distrust you every time you go to arrest them, more so now than ever.

This was not a "right" call by the chief or city manager. This shows the public there is no true accountability for those who have enough rank on the food chain, especially when you compare it to past practice discipline for supervisors. Allowing him to keep his job really damages our already salty reputation in the community. Why is the command staff up in arms over this decision? Where is our union? Why aren't they speaking out over the lack of discipline with the not so fine captain?

As much as I, like everyone else in the department get a chuckle about some of these posts, the public knows that behind every joke and every funny someone in that joke is the truth. It's a shame that they'll be laughing at us for a long time knowing this clown is still running part of the show.

The good thing for us all is the fact no one will ever lose their job from here on out because past precedent is now set. The better news for line supervisors and command staff is no one, from here on out, will ever be demoted again. So study up. Take and pass the Sergeant's test. Get your time in as a Sergeant and take the Lieutenant's test and pass. Getting promoted here now has become a guaranteed way to keep your job and pension.

Torregrossa got his 80 hours suspension and is taking it like a champ. As a matter of fact our good ole chief is saying we are to welcome him back with open arms as if nothing happened. Hell, they'll probably put him back into I.A. since Urraro quickly retired.

Oh yeah. Urraro retired suddenly. They opened up a can of show us your real time sheet on him. After contemplating on getting arrested for falsify time worked - AKA - Grand Theft charges, he chose option B and exited Stage Left rather quickly. Heck this guy has been caught with his kid in his police car 2 counties away, driving him to sports competitions and all. Marie Fulop does that and she quickly scadattled too. Hey wait was she working for him when that happened?

How nice he gets to keep his pension, gets full medical benefits and get some DROP money to boot.

When I retire, I won't get any medical benefits but this scumbag does? Disgusting!!!

Why aren't these two Captains going to prison like Casey Ortiz. All three should be convicted of rape.
