Why the Deputy write a report in reference to the trooper?

Can anyone explain why the Deputy wrote an information report and then cite the trooper? If there was no harm, why did she write something out of nothing? All she had to do is call a FHP supervisor if she thought it was needed! By her writing tix/report makes us all look bad. What a great job! I guess you did not have anything else to write that day!

Why not write the report? What's the big deal. Shows there was nothing to hide and documented what happened.

If nothing to report,why write. Everything we write becomes public record. I guess you deputies have nothing else to do then to write bull !@#$ reports! Must be nice to have so much time in your hands!
