Let me clear this up.
Per the State of Florida in their Administritive directives for UCR.
If you have an arrest/suspect for breaking into a car its a burglary per the Statute.
The State requires a break into a car with no arrest or suspect is be listed as a Theft from a vehicle for UCR reporting. Thats a State administrative requirement for the FBI crime reporting.

So both sides are right on the issue and its not the case of any hiding of crime but following state guidelines as directed by them.
