medical insurance

can anyone tell me who the group of people are that make the decision regarding our medical insurance policy? is there anyone from the police department that sits on this board? i would like to contact them and get some questions answered. thank you. also can you tell me if there are any other law enforcement departments in the state of florida that have to pay for their own medical insurance?

I think Major Lewis sits on the board. And I think Sarasota PD pays for their own insurance. A few others I heard do but I'm not sure what ones. ANd the people that make the decision is city council.
