To Corrupt means: "To change from good to bad in morals, manners or actions."
All that needs to happen for corruption to end is for the officer that is approached by his superiors to say: "I'm not doing that, it is a crime and I refuse to engage in criminal activity." Or for the Chief to look at the facts of a case objectively and not try to cover up the crimes of his subordinates, no matter how bad it appears.
