She won't be coming back to Central Office, much less as Dep Sec. She must have really messed up to get demoted that badly, yet she knows where too many bodies are buried to get fired. Sorry for you everybody over there at Lowell.

You are kidding right ??

06-30-2006, 12:45 AM
Dep. Sec. Bedard is being sent to the women's prison on "a mission". The place is such a snake's nest, she is being sent to clean house and get the institution back in line. When she is finished there she will be returning to her post in Central Office... Count on it.

Why do some people immediately jump to conclusions which invariably assume the worst in a situation? (this question is purely rhetrorical and does not need to be responded to)

This is refreshing news. I don't know about how you all react when we get female releasees.....but I am sickened by the horror stories about what goes on inside the fence with our female inmates. We need to encourage each other to report these crimes even when our management discourages it. The abuse must STOP! Dr. B will need all the help and cooperation she can get.

I heard Hillsborough CI has the same issues.....they cover up the sex crimes and ask the offending CO to retire instead of prosecuting. If you don't believe they cover sex crimes up just count the number of former CO's on your caseload who victimized an inmate. In all the years I've worked with sex criminals I never heard of one. I knew of a coworker who did have a former CO, but his victim was not an inmate. Duh! Having sex with inmates is a sex crime.

Has Dr. B completed her handcuffing and self defense courses? I hope she qualified on the range. This is serious business folks. Help her out. Start reporting what the females are saying about the abuse. Don't ignor what you hear to cover for a buddy....it's not worth your career or freedom.

I dont know where you have been living but the problem with sleeping with inmates is mostly a female CO sleeping with a male inmate and they are never charged criminally for some reson while a male doing the same thing is if they have proof like they do in many of the female CO cases. Females are officers too and should be charged with that 3rd degree felony just like the men are many times and not just asked to resign. This is common knowledge in DOC on the prison side.

06-30-2006, 02:05 AM
I hear ya. Bottom line is that we've got to do a better job with internal affairs.....makes no sense to have our own investigate alleged crimes, does it? How often do the prison inspectors arrest CO's for alleged sex crimes with inmates? You'd think we'd hear about it in the news at least once a week....but we don't do we? hmmmmm.....

DOC Deputy Secretary Volunteers
for Field Assignment
Laura E. Bedard, Ph.D. to Assume Warden Duties at Lowell CI
Tallahassee - Department of Corrections’ Deputy Secretary Laura E. Bedard, Ph.D. will assume warden duties at Lowell Correctional Institution in Ocala, FL, on or about July 10, 2006. Bedard volunteered to become warden over the DOC’s largest and oldest woman’s facility.

“Dr. Bedard has extensive experience with female inmates and will bring great innovation to this area,” said Secretary James McDonough. “I am sending one of my best people into the field in order to address immediate needs there. I expect her leadership will become a national example.”

Bedard will be addressing housing and security issues as well as preparing women for their release back into society. In addition to her experience as the Deputy Secretary of the Department of Corrections, she has almost six years’ experience working as an administrator in a county jail, as well as another five years with a state hospital, counseling and providing transition services for chronically mentally ill patients.

“I appreciate the Secretary’s confidence in me. I am committed to meeting the Department’s mission and look forward to working with the staff at Lowell CI. I see this as a way to make a positive difference in the lives of female inmates not only at Lowell, but in our entire system,” said Dr. Bedard.

When Bedard finishes her mission at Lowell, she will return to Tallahassee and continue her role as Deputy Secretary.

Although Bedard remains the Deputy Secretary, for the period of time she is at Lowell she will function as any of the Department’s wardens, reporting through a chain of command that goes from the Regional Director through the Assistant Secretary for Institutions, to the Secretary of the Department.

In her absence, Bedard’s responsibilities in Central Office will be assumed by the acting Deputy Secretary, Tina Hayes, currently DOC Director for Research and Support Services.

Carol Starling, currently serving as warden at Lowell, will become warden at Hendry Correctional Institution.

“The warden position at Hendry CI has been vacant and the Department needs strength in that position,” added Secretary McDonough. “Warden Starling will be able to meet these needs.

“As for Dr. Bedard, I have tremendous respect for leaders willing to move into the field and take charge.”

Isn't this the same women who issued the report to the Govenor's Office that Jimmy and the boys were clean, and there were no problems? Hey, she'll fit right in on the prison side.

IF YOU BELIEVE THAT LOVELY LAURA IS GOING TO LOWELL ON HER OWN TWO PRADA PUMPS THEN YOU BELIEVE THAT PIGS FLY! FIRST: IN THE COLONEL'S REORG. SHE LOST LINE AUTHORITY OVER THE PRISONS AND P&P TO MENTION A FEW.
SHE HAD LITTLE TO DO. SECOND: HUBBY AND KIDDIES LIVE IN TALLY AND SHE IS MOVING 5 HRS. AWAY TO LOWELL? PLEEEEZE!!!!

TIME MAY BE COMING THAT LAURA IS GETTING HER COMEUPPANCE. WHEN PEOPLE WERE ASKED TO RESIGN/FIRED SHE WAS IN THE THICK OF IT ALL. SHE WENT AFTER PEOPLE WHO WERE GOOD EMPLOYEES AND SHE WAS RECENTLY CAUGHT WITH SOME REAL PETTINESS BY GOING AFTER A DEDICATED EMPLOYEE AT CO WHO HAD BEEN THERE FOR MANY YEARS. I'M AMAZED THAT THE COLONEL SHOWS THIS CLOWN ALL THE SENSITIVITY POSSIBLE REGARDING HER EXIT....NOT THE KIND OF EXITS WITHOUT HEARINGS LAURA CONDUCTED. SH

LOVELY LAURA ALSO HAS A VERY BIG MOUTH. SHE TELLS HER "CRONIES" AFTER WORK HOW SHE GOT THIS OR THAT ONE. FROM WHAT CAN BE SEEN SHE NEEDS A BAR OF SOAP TO WASH OUT THAT MOUTH OF HERS.

AS FOR THE COLONEL. HE CAN APPOINT ANY WARDEN, RA, CA, ECT. IRREGARDLESS OF WHETHER THEY ARE CERTFIFIED. PERSONNEL RULES ALLOW HIM TO APPOINT THEM LEO'S SHOULD HE CHOOSE. I'M JUST AMUSED THAT HERE WE ARE IN JULY AND THESE SYSTEM CHANGES ARE BEING MADE. THESE APPOINTEES WILL BE GONE WITH THE NEW ADMINISTRATION.

I read the article from the Sun about all the wonderful traits Bedard is claimed to have. Oh my! What a treasure we have!!!!
How can Bedard say with a straight face that she wants to go to Lowell to straighten it out? Even she has got to see the handwriting on the wall. After all, she has thrown enough good employees under the bus. The secretary is either unconcerned to do anything about her maliciousness or is just too busy. She took advantage of a bad time in the department and went after people on her own personal agenda. Apparently the good old doctor missed the course on "keep your enemies close to you if you cant win them over." Most at CO try to do their jobs - Laura should try to do hers, mind her own business and stop trying to throw people under busses. She might deservedly be next!!!!!!

BEDDARD DURNING HER TENURE IN CENTRAL OFFICE NEVER ONCE GAVE ANY INDICATION SHE WASNT 100% FOR ZERO TOLERENCE. (30 MINUTES LATE FOR AN APPOINTMENT YOU GO TO JAIL) BEING THAT HER ZERO TOLERENCE MAY HAVE SENT 15% OF THE FEMALES TO LOWELL IN THE FIRST PLACE LETS SEE HOW MANY CORRECTION OFFICERS IT TAKES TO PROTECT HER FROM THE INMATES. IF I KNEW THIS WAS THE BROAD WHO HELPED SEND ME TO PRISON I WOULD NOT BE A HAPPY CAMPER.

Just when you think you've seen and heard it all another gem of a story develops. Mr. McD. should be ashamed of himself to put this woman in charge of a major institution based on "men helping men women helping women", ect. How can you say that people are to be assigned positions based on experience and merit??????

I understand the FSU doesnt want her back. Now we know why. She a mediocre wannabe academic. Her resume can no doubt be pulled apart easily. She does have a penchant for going after people she thinks or feels are after her. She listens to CO gossip that in turn has made her terminate people who did not deserve it. At CO we try to avoid her as much as possible. She hangs out with a bunch of groupies who are as incompetent as her.

Her ultimate trait is her ability to turn on people. She has no loyalty and she spent the last few months of Crosby's tenure trying to tell people that the Guv. was going to appoint her secretary. Yeah, right. Enjoy Lowell, Snake!

07-04-2006, 10:08 PM
Sounds like CO is real happy this lady is leaving. Usually when you have that many complaining, there is a lot of truth to accusations thrown around.

Laura Bedard's husband is the defensive tactics instructor at Pat Thomas Law Enforcement Academy. He is also the creator of several LEO accessories through his company, RRB (Rapid Rotation Batons). I'm sure she has PLENTY of practice with cuffs and guns..
Anybody who recently attended the acedemy and had Mr. Bedard as their defensive tactics instructor can vouch for this.
She'll need all the braun in the world over there at Lowell. Those *****es are HARD!
