The new hires should care, it's obvious the sheriff doesn't care!!! If I had less than 5 years on I'd be gone and say phuck this place.

The place sucks always has always will. Phuck 5 years. If you can leave, leave. That would be the smart thing to do!

5 years, with that amount of cities leaving you better think about leaving with 20 years of less.

The cities aren’t going anywhere. They are not interested in taking on new pensions. Let’s see how many hires they get going to a 401k.
