Why has the 185 Fund overpaid some and not paid others?

I heard this fund has not paid a retiree in years and can’t pay retirees today. Where is our money going?

Not sure, but I think a deal was cut to improve the police pension and the trade-off was the city gets to apply 185 to fund the improvements.
