You sound like a moron. Even the newest rookie knows only a Lt can send units out of the city on a 3. And by telling the dispatcher to send units on a 3, you actually were ordering north end units that don't work for you. Your lucky that (1) a North end sgt didn't get on the air and make you look like even more of an idiot. And (2) that a FD Lt didn't get on the air and spank your rookie sgt ass.
Stay off the air, arrest rickets and 35s so you have enough stats so that your Cmdr doesn't replace you. Or go south where people will believe your smoke and mirrors show .
