The Menocal brothers, Jesus and Ignacio, were drug syndicate enforcers in the 80's. It's a matter of record via MPD IA documents which can be found on the internet. When crack cocaine made its presence Reagan declared a war on drugs and the syndicate could no longer count on paying off cops. It is at that point that the Menocal brothers went into law enforcement. After becoming cops they got caught robbing and selling kilos WHILE IN UNIFORM.
Are the Menocals still using their badges to facilitate the cocaine business? To move a large amount of cocaine would require a way to launder money. Businesses that can wash cash.
