Ortiz will present for his defense that the surcharge report was NOT DONE BY HIM and was inaccurate. Which will probably be the case in reality. The big issue is that it’s under his name and he’s not doing the surcharge report. So each time it is submitted someone had to log into his account to create the document making him liable for the accuracy of said report. He will blame a lackey and they will take the fall for turning in an inaccurate report. End of story Ortiz walks free.
