Why hasn't this man been held responsible for Deputy Fata's murder? Please don't say that it's in the past. A good man lost his life for the savings of a couple hundred dollars of overtime.

Why hasn't this man been held responsible for Deputy Fata's murder? Please don't say that it's in the past. A good man lost his life for the savings of a couple hundred dollars of overtime.
Civil Court. The simple answer is that...The family would have to prove Todd was killed because he was not trained or provided with the right tools to arrest an armed barricaded person. Further , that Brennan (BSO) knowingly placed Todd in a suicidal situation, that cause this death.
IT was a different time and very easy to spread out the blame to others involved.
Great question though! If you see him ask him if he can sleep good at night?
