Two things,
One: He can't run the agency all by himself. So do you want him to fire everyone and put in his buddies or any bootlicker that makes himself available? Or do you want him to take the time and slowly replace one by one with quality people that have been thoroughly vetted?

Two: He is only the interim sheriff, put here to fix a specific problem. There is a possibility, however unlikely, that Isreal will return. So in that regard he should be very prudent on who he lets go and why, with specific focus on correcting said problems. Not implement his sweeping vision for a new BSO.
