I am not positive but you may be referring to Officer Oscar Grumperson. He is a great guy but is often confused on whether he works for the City and its taxpayers or the angry drunken folks who get kicked out of City Walk. You can always check with his supervisors Sgt Cantankerous or Lt Melancholy if you would like to follow up. Hope this helps, have a swell day!!!

Well if you say him on Universal Property he was probably getting paid by Universal so unless you needed some police service mind your own damn business..
