SPD has spent more money the last couple years than it ever has. Most of that money has gone to command staff salaries and raises as well as "new" weapons, vehicles, certifications etc. Basically for Carmona to go to school and get certifications - well, so called certifications. Practically the entire police departments budget goes towards Placido and Carmona's salaries, their 15,000+ raises, Carmona's school reimbursements, certifications and supposedly "new" weaponry and gear. Most of which - if any - is seen and/or used by our police departments officers/patrol.
