Because in their eyes, Herbello isn't a team player because he doesn't commit crimes, accept bribes, isn't a drunk and doesn't steal from the coffers of city hall. That's why another Asst. Chief of Police was added and none other than Carmona tapped to serve in that new position. So next month when Pumpkin Head leaves, Carmona is tapped as Chief rather than Herbello.
This way Orlando gets to enjoy his last 11 months in office to the max assuring himself the opportunity to finish stealing what Sweetwater has left and bankrupting it before leaving office.
