By letting his actions speak for themselves we might know: Here is something he might do: First determine which and how many Departmental Order(s) Ortiz has violated; then consult with Human Resources regarding agency-wide consistency regarding previously awarded discipline in other similar cases. Then consult with Miami's City Attorney regarding labor legal sufficiency. Prepare disciplinary action report, discuss proposed discipline with the city manager and at minimum recommend a written reprimand and at most, a forty hour suspension.

Of course, you know this means war! The question is: does Miami Police Chief Jorge Colina have the courage to engage Ortiz in all out and drawn out war?
