You observe a driver going 43 in a 30. You hit the lights and the driver slows down but continue me 3 blocks and pulls over to a side Street. As you stop the car passengers in the backseats are trying to put on their seatbelts.

The driver gives you his ID but the passengers are argumentative and refuse to give you identification.

What do you do?

Well how old are the backseat passengers? If they are adults then they do not have to provide you ID nor have they broken the law. So move on with your primary infraction. Which in this case is your speed..

If the passengers are hindering your stop you can lawfully order the driver out of the vehicle for officer safety. Interact with the driver alone near the hood of your car. Keep the passengers inside the stopped vehicle.
